Abstract

This text analyzes the crucial role and evolution of local public enterprises, particularly mixed-economy companies (SEMs), within the financial landscape of New Caledonia. The author examines how these hybrid structures, illustrated by the example of the Société Immobilière de Nouvelle-Calédonie (SIC), serve as levers for territorial development and the implementation of public policies. The study highlights a historical transition from state-led models toward decentralization tools managed by local authorities, while also addressing challenges related to financial transparency and European competition. The sources further highlight the major economic impact of these entities on local investment and job creation, despite growing budgetary constraints. Finally, the work calls for a consolidated vision of public finances to better manage financial risks and optimize the efficiency of regional public action.
