Abstract

This text analyzes the spectacular recovery of public finances in French Polynesia between 2013 and 2016, following a decade of political instability and economic crisis. The author explains that the return to institutional stability was the sine qua non condition that allowed for the implementation of major tax reforms primarily targeting consumption and large corporations. Simultaneously, rigorous expenditure management and the creation of specialized funds (such as the FIGD) restored the territory's credibility with international investors and financial partners. These efforts resulted in an improvement of the country's sovereign credit rating by Standard & Poor's, thereby facilitating the refinancing of its debt and the resumption of public investments. In conclusion, the study highlights that this success rests on a balance between strengthened taxation and a political will to restore trust with financial partners.
