Autopsie d'un laboratoire d'innovation publique : Quelle appropriation des dispositifs innovants ?

Abstract

Literature in social sciences, and notably in management, highlights the enthusiasm of public organizations since the 2010s for new forms of management innovations such as public innovation labs. However, academics don't seem to agree on a consensual definition of what is a public innovation lab. This paper seeks to contribute to this debate by mobilizing frameworks of management devices, Actor Network Theory, and the appropriation of management tools. It draws on a longitudinal case study (2012-2023) focusing on the public innovation lab of the Pays de la Loire Region. We highlight a specific mechanism of appropriation involving a reconciliation between the political ideal of a laboratory and the perception of neutrality of its technical substrate.
