Autopsy of a public innovation laboratory: What are the traces of the appropriation of innovative dispositives?

Abstract

In the early 2010s, the Pays de la Loire Region established a public innovation laboratory, the future of which is now compromised, as the Chief Administrator is shifting towards other internal transformation apparatuses. Contributing to the literature on management innovation in local public organizations, we present the results of a case study (Yin, 2009). We demonstrate how a qualitative method based analysis of the trajectory of the laboratory through the lens of the Actor Network Theory (Akrich et al., 1988; Callon, 1986) allows us to trace the controversies among the actors. In this regard, we highlight the role of internal and external change agents in this process (Birkinshaw et al., 2008). Finally, we show how mechanisms of appropriating design tools took place despite the dissolution of the laboratory. These tools are indeed at the heart of rational, psycho-cognitive, socio-political, and symbolic perspectives (De Vaujany, 2006; Grimand, 2012).
