Abstract

Within the national framework of the SCAPP (2016–2030) and other earlier strategic frameworks, Mauritania has implemented several interventions to develop its health system. This study examines the short-run and long-run relationships between health capital and economic growth in Mauritania for the period 1995-2024 using an ARDL (Auto-Regressive Distributed Lag) approach. Public expenditures on the health sector are used as the explanatory variable of interest, explaining health capital, while the GDP growth rate is retained as the dependent variable measuring economic activity. The findings reveal a positive and statistically significant short-term relationship between health capital and economic growth, with an estimated lag of three years. In the long term, however, the estimation indicates a negative and statistically significant relationship between health capital and economic growth, attributable essentially to the inefficiency of public education expenditure, which consists mainly of operating expenses. The main conclusion of this study is the consideration of effectiveness and efficiency in the execution of public health expenditures.
