Decision Architecture and Governance Capacity in the Mekong Nexus : Implications for Development and Policy Outcomes

Across the Mekong region, governments and development actors face persistent challenges in translating policy objectives into effective and sustainable outcomes. Existing explanations often emphasize resource constraints, institutional weakness, or implementation gaps. This paper proposes a complementary perspective by focusing on the role of decision architecture in shaping governance capacity and policy performance. Building on insights from decision science and governance studies, the paper conceptualizes governance capacity as a function not only of institutional resources, but also of how decisions are structured, framed, and coordinated across organizations. It argues that the design of decision processes—including incentive structures, accountability mechanisms, and temporal alignment—plays a critical role in determining development outcomes, particularly in complex and constrained policy environments. Using illustrative examples from Cambodia and the wider Mekong nexus, the analysis highlights recurring patterns where policy initiatives encounter difficulties due to fragmented decision-making, misaligned priorities, and limited adaptive capacity. Rather than treating development and sustainability as purely normative goals, the paper shows how governance capacity emerges from the interaction between institutional arrangements and decision design. The paper contributes to regional and Global South development debates by offering a decision architecture lens to better understand governance challenges in the Mekong region. It concludes by outlining practical implications for policymakers and development practitioners seeking to design more resilient, context-sensitive, and effective governance systems.
