النموذج المعياري للتقرير الإداري النهائي في القرآن الكريم

Abstract

يهدف هذا البحث إلى استخراج نموذج معياري لكتابة التقرير الإداري الختامي من خلال قراءة تحليلية لسورة نوح في القرآن الكريم، استكمالاً لمشروع بحثي مستمرّ يُؤسِّس لاستنباط النماذج الإدارية من القصص القرآني. وقد اعتمد البحث المنهج الوصفي التحليلي المقارن، مع إفادة منضبطة من التفاسير السنية والشيعية، إضافةً إلى الأدبيات الإدارية المعاصرة في حقل الاتصال الإداري والتقارير الختامية للمشاريع. وتوصّل البحث إلى أن السورة الكريمة تنطوي على بنية تقرير إداري ختامي متكاملة، تتوزّع على أربعة مقاطع متتالية: الافتتاح بمخاطبة الجهة العليا، وعرض المهمة والمنهجية وردود الفعل، وإعلان النتيجة وتشخيص البنية المضادة، والتوصيات النهائية وأسبابها الموجبة. ويحكم هذه المقاطع ثمانية عشر ضابطاً معيارياً قابلاً للتطبيق على التقارير الإدارية المعاصرة. وقد جرى اختبار النموذج عبر «اختبار الاتساق العكسي» بإعادة كتابة تقرير نوح (عليه السلام) ذاته وفق النموذج المستخرَج. ويُكمل هذا البحث المنظومة المعيارية المزدوجة الواردة في كتاب «القيادة بين الإصلاح والثورة»، إذ يُمثّل نموذج نوح (عليه السلام) التقرير المُفصَّل للمهمة الممتدة، فيما يُمثّل نموذج يوسف (عليه السلام) التقرير الموجز للحدث المحدود، يحكمهما معاً معيار التناسب بين حجم التقرير وطبيعة موضوعه.
