Abstract

A quoi rêve Donald Trump ? Où veut-il conduire son pays ? Que faut-il attendre de cette Amérique de nouveau grande qu'il promet au monde entier ? Quatre mois après son retour à la Maison-Blanche, le dessein du nouveau président échappe encore à la grande majorité des commentateurs, des experts et aussi de ses pairs, les hommes et femmes d'Etat qui tentent de transiger avec lui, de trouver un mode régulier de communication et de négociation. L'idée même d'une ‘diplomatie transactionnelle', censée résumer ce nouveau statecraft, a montré très vite ses limites : derrière les formes multiples du ressentiment, c'est surtout l'imprévisibilité et donc un certain désordre qui dominent. Est-ce cela qui nous serait promis ? Une sorte de jeu perdant-perdant à grande échelle où, dans les limites de leur concurrence, les puissants pourraient laisser libre cours à leur arbitraire, face aux faibles et aux indécis ?
