Abstract

This document analyzes the public finance crisis in New Caledonia, marked by a notable economic slowdown since 2012. The author highlights a concerning 'scissors effect' (effet ciseau), where the rapid decrease in tax revenues no longer compensates for operating expenses that remain rigid. To maintain their investments, local authorities have had to draw on their savings and massively increase their public debt. The document also details the central role of New Caledonia in redistributing resources to the provinces and municipalities to rebalance the territory. Faced with these budgetary tensions, the study advocates for a rationalization of spending and better transparency in public accounting. This situation now obliges decision-makers to intensify structural reforms to ensure the archipelago's financial sustainability ."
