Abstract

This document analyzes public spending not merely as a simple accounting variable, but as a reflection of fundamental societal choices. The author compares the French-style Welfare State model, characterized by strong interventionism, to the system in the United States, which prioritizes individual responsibility and the market. The study highlights that current budgetary reforms are influenced by neoliberal trends that challenge the burden of taxation and the efficiency of public services. Finally, the work examines the specific challenges facing New Caledonia and France regarding the need to rationalize costs without sacrificing social cohesion. This reflection demonstrates that the management of public finances remains a major democratic issue rooted in the history and law of each nation.
