Le recul de l'emploi industriel en France entre 1980 et 2007 - Ampleur et principaux déterminants : un état des lieux

Abstract

Le phénomène de désindustrialisation, qui touche la France comme l'ensemble des économies développées, peut être caractérisé par trois transformations concomitantes : un recul de l'emploi industriel, un recul de la contribution de ce secteur au PIB et une forte croissance du secteur des services marchands. Cet article vise à évaluer l'importance de trois déterminants structurels de ce phénomène en France sur la période 1980-2007 (et la sous-période 2000-2007) : l'externalisation de certaines tâches de l'industrie vers le secteur des services ; l'évolution de la structure de la demande et des gains de productivité au cours du temps, et la substitution de la production domestique par des importations associées à la perte de compétitivité internationale de l'industrie. Les résultats obtenus conduisent à considérer que les deux premiers facteurs, d'ordre interne, ont respectivement contribué pour 25 % et 30 % aux destructions d'emplois industriels sur la période 1980-2007. L'évaluation de l'impact de la concurrence étrangère apparaît moins précise puisque son rôle a été estimé entre 13 % (à l'aide d'une approche comptable) et 40 % (à l'aide d'une approche économétrique) des destructions d'emplois observées.
