Les contrats de concession autoroutiers : principes économiques et enjeux de renouvellement

Abstract

Les concessions autoroutières constituent un mode de gestion largement utilisé pour financer, construire et exploiter des infrastructures de transport. En France, elles reposent sur un principe simple : une entreprise privée finance et exploite l'infrastructure en échange du droit de percevoir un péage auprès des usagers pendant une durée déterminée. Si ce modèle présente des avantages économiques importants, notamment en matière de financement et d'incitations à la performance, il soulève également des difficultés contractuelles bien connues, liées notamment à l'incomplétude des contrats et aux coûts de transaction. À l'approche de l'échéance de plusieurs concessions autoroutières en France, la question de leur renouvellement pose donc des enjeux majeurs de politique publique.
