Abstract

La congestion apparaît lorsqu'une infrastructure ne peut répondre à la demande qui lui est adressée sans dégrader la qualité de service proposée aux usagers, phénomène qui augmente le coût privé et le coût social des déplacements. En dépit de son statut de « mal urbain » de premier ordre, l'étude économique de la congestion routière suscite de riches débats, concernant l'ampleur de son coût pour les voyageurs et la collectivité, la nature de ses impacts indirects ou encore les mesures à mettre en oeuvre afin d'y remédier.
