Abstract

Despite its abundant water resources, the Democratic Republic of Congo (DRC) continues to experience limited access to safe drinking water, with over 65% of the population lacking even basic water services (Zeufack & Kumar, 2024). This deficiency is further exacerbated by significant disparities between urban and rural areas. In this context, Public-Private Partnerships (PPPs) are increasingly viewed as a promising approach to infrastructure development and service delivery in the water sector. Drawing on a comprehensive literature review and a Delphi survey involving 130 experts in the water sector and/or PPPs, this study investigates the emergence of PPPs in the DRC and analyzes the key success factors underlying these new models of public service management. The findings highlight the critical importance of trust among stakeholders, the implementation of coherent sectoral planning, the establishment of an effective regulatory framework, and the institutionalization of constructive dialogue between public and private actors as essential conditions for the sustainable success of PPPs in the water sector.
