Abstract

Since 2020, following two major external shocks (the COVID-19 health crisis and the Russo-Ukrainian geopolitical crisis), intense debates have emerged within the community of practitioners and researchers in management and business sciences regarding the future of Western economic systems. One of the most recurring points of contention concerns the relevance of reshoring industrial activities after decades of massive offshoring, particularly to countries with low labor costs. Extending far beyond the corporate sphere, these debates have entered the political arena, highlighting the existence of major societal challenges. Paradoxically, the impact of reshoring strategies on the functioning of supply chains remains largely overlooked, as if "operations would simply follow." Yet, reshoring means going against logistical architectures that have proven their efficiency for decades, and it would be misguided to assume that implementing a "proximity-based logistics" system as a substitute for globalized logistics will be easy. This article focuses on this issue by outlining the key elements of a fundamental question for companies, as well as for public authorities and students in France, particularly within the IUT (University Institutes of Technology) system.
