Abstract

Ce chapitre analyse la centralité à partir de l'offre locale de commerces et services. À partir de la base permanente des équipements (BPE, 2017), 10 774 centres sont identifiés et hiérarchisés à l'échelle communale selon une classification automatique mixte, distinguant quatre niveaux (local, intermédiaire, structurant, majeur) sans recours à des seuils exogènes. Les résultats montrent que 31 % des communes concentrent 87 % de la population et organisent l'accès aux services selon une hiérarchie emboîtée. La centralité repose sur la coprésence de paniers d'équipements plutôt que sur la seule taille démographique ou l'emploi. Les aires de desserte révèlent une organisation territoriale combinant configurations monocentriques et polycentriques. L'analyse met en évidence de fortes disparités de fragilité, particulièrement dans les centres isolés des espaces peu denses, soulignant l'intérêt d'une approche par les services pour éclairer les politiques territoriales.
