Abstract

Dans un contexte de tension sur les finances publiques, l'ouverture à la concurrence des lignes régionales est brandie comme une promesse de réduction de la facture pour les Régions. Pour autant, un service qui produit plus, mieux… et à coûts réduits dépend autant de la politique de la Région que du seul opérateur ferroviaire.
