Supply chain resilience in the pharmaceutical industry: a dynamic capabilities approach on the French drug market

Abstract

The Covid-19 pandemic has revealed weaknesses in the pharmaceutical industry's supply chain that predate this crisis and have persisted since then. This article examines the dynamic capabilities mobilised by various players in the pharmaceutical supply chain in France to address drug shortages. The first part of the article sets out the theoretical framework based on the concepts of dynamic capabilities, vulnerability and organisational resilience. Based on this review of the literature and secondary data, the author develops an analytical framework and puts into perspective the actions taken by the four groups of actors identified in the French market. The dynamic capabilities approach allows for a holistic sectoral analysis and highlights the multi-level dynamics, as well as the major role of mechanisms, that combine security and coordination actions.
