Abstract

Le casier judiciaire automatisé est l'une des plus anciennes applications informatiques de l'État et sans doute celle qui illustre le mieux les vicissitudes traversées par l'informatique du ministère de la Justice ces cinquante dernières années. Son histoire porte l'empreinte de la politique de soutien à l'industrie nationale d'ordinateurs, ainsi que de l'affaire SAFARI en 1974. Des choix techniques malheureux s'enchaînent, qui plongent le ministère dans la dépendance durable d'un constructeur, Bull. Le train des réformes judiciaires et les lacunes dans la gouvernance informatique entravent la modernisation de l'application informatique. Celle-ci est ainsi devenue emblématique des difficultés chroniques de la Justice avec son informatique.
