Abstract

General Planning Commissioner from 1959 to 1966, Pierre Massé conceived an idea of "active" planning capable of being a tool to stimulate a type of development centered on a "less partial idea of man". The main objective of this article is to highlight Massé's less partial idea of man and especially to examine the way in which this conception influenced his idea of planning and the Plans he developed.
