Abstract

Si l'expérimentation est une forme d'évaluation identifiée (et débattue) par les acteurs politico-médiatiques pour évaluer les effets d'une réforme, le recours à la microsimulation est longtemps resté dans l'ombre. Elle permet pourtant d'en évaluer ex-ante et ex-post les impacts redistributifs et budgétaires, au moyen d'une traduction en code informatique de la législation et l'utilisation de données représentatives de la population. Nous dressons ici les enseignements de plusieurs années d'enquête sur la construction de ces modèles et leurs différents types d'usages, de la crédibilisation d'un projet à sa contestation (Bessis et Cotton, 2021 et 2025). Concurrences, coopérations et rapprochements entre équipes de microsimulation ont contribué à en faire la manière naturelle de penser le système socio-fiscal et le moyen privilégié de le réformer, au point de constituer une nouvelle forme de légitimité « légale-algorithmique » de l'action publique.
