Abstract

Les systèmes d'innovation sont un outil d'appréhension des phénomènes de croissance et de développement économique actuellement indispensables dans les cercles académiques et la formulation des politiques publiques. Les SNI se développent dans les économies du Sud à la lumière de leurs capacités d'innovation et d'apprentissage. Si les travaux sur ces derniers s'orientent davantage vers leur structuration et la compréhension des interactions systémiques entre infrastructures et institutions liées à l'apprentissage, notre contribution a comme objectif de revenir sur des aspects théoriques liant les SNI aux capacités d'innovation et surtout à la formulation des politiques d'innovation. Nous en conclurons que les SNI doivent s'orienter vers une démarche inclusive et globale tout autant dans leurs enjeux actuels que dans les orientations politiques à venir.
