Abstract

This paper explores the role of territorial intelligence in shaping the social acceptability of energy transition projects, based on the Fos-Berre Provence public debate concerning the decarbonisation of an industrial-port area and the development of associated energy infrastructures. Adopting a sociotechnical perspective grounded in actor-network theory, the study highlights the gap between procedural participation and democratic effectiveness. The empirical analysis relies on a smart data analysis of discursive corpora conducted using R, combining lexical, thematic, and actor-network analyses applied to public debate materials and their institutional translation. The findings show that social acceptability is a dynamic, conflictual and emotionally grounded process, revealing the limits of current participatory arrangements. The paper finally discusses the managerial and institutional conditions under which citizen participation can become a genuine lever for mediation and territorial public value creation.
