Abstract

As part of the redesign of its permanent exhibition and the development of a new Scientific and Cultural Project (PSC), the Musée des Beaux-Arts de Tours has adopted an innovative scientific approach under the leadership of its director, Ms. Hélène Jagot. This project mobilizes the concepts of universal accessibility, cultural rights, and care as key levers to explore and implement an Integrated Responsible Management (IRM) framework tailored specifically to museums. Prior to implementation, a benchmarking study of comparable museums will be conducted, along with an internal audit assessing the needs of the museum's staff. The methodology is based on focus groups supported by design thinking facilitation techniques, fostering co-construction across departments to explore the core principles of IRM (horizontality, cross-functionality, breaking down silos), in line with the French Ministry of Culture's guidelines on innovative public management approaches. The empirical analysis draws on five focus groups conducted with 38 staff members across three departments: visitor services, audience development and communication, and conservation and exhibitions. Using differentiated discussion guides, participants were invited to react to emerging museum practices. Textual data analysis will generate mappings through Correspondence Factor Analysis, identifying strategic and operational axes to inform both the future PSC and the implementation of a museum-specific IRM framework.
