Abstract

This research analyzes innovative cultural policies and their capacity to generate public value. It is grounded in the field of public innovation and explores various cultural sectors (museums, performing arts, music, etc.) in order to identify managerial invariants. The study examines the discourses, tools, and practices of cultural actors, highlighting the gap that often exists between stated objectives and actual outcomes. A recurring issue is the lack of ex post evaluation of implemented measures. Concrete cases are analyzed to assess the extent to which local residents engage with and adhere to new participatory cultural democracy dynamics.
