Abstract

In the face of multiple social transitions, French cultural policies must renew themselves to include all audiences. Cultural rights, as defined by the Fribourg Declaration and recognized by the United Nations, UNESCO, and the Council of Europe, constitute a major lever for this form of social innovation. This chapter analyzes cultural rights as vectors of social ethics and inclusion within cultural public action. It examines their institutional recognition, the innovative policies inspired by them, and proposes a typology of practices implemented in public cultural institutions. Based on a discourse analysis of public actors, the study shows how cultural rights can foster public innovation and ensure the diversity of cultural expressions in the service of a more inclusive society.
