Risque climatique, financement de la transition et résilience : l'impossible équation des banques

Abstract

Les banques ont un rôle prépondérant à jouer pour financer la transition vers une économie bas carbone grâce aux volumes de capitaux qu'elles allouent aux agents économiques (crédits aux particuliers, aux entreprises, politique d'investissement). Or, le défi pour le secteur bancaire est immense. Contenir le réchauffement climatique dans des limites proches de celles fixées par l'accord de Paris nécessite de : 1/ ralentir puis stopper les financements vers les filières fossiles, 2/ orienter les fonds vers les filières vertes, et 3/ dégager un niveau de rentabilité acceptable au regard du couple rendement/risque. La capacité de résilience du système bancaire dépendra de l'estimation et de l'intégration du risque climatique dans les actifs bancaires et de contreparties suffisantes en fonds propres : cet équilibre est indispensable pour garantir une stabilité financière globale compatible avec le financement de la transition environnementale.
