Abstract

L'Afrique fait face à un défi financier majeur : pour atteindre les Objectifs de développement durable (ODD) et financer ses transitions démographiques, écologiques et numériques, le continent doit combler un déficit de financement estimé à plusieurs centaines de milliards de dollars par an, et les ressources publiques et l'aide internationale ne suffiront pas. La solution pourrait venir des ressources privées intérieures : les Caisses de dépôt, ces institutions financières méconnues mais stratégiques, ont le potentiel de mobiliser l'épargne privée locale — aujourd'hui largement sous-exploitée — pour financer des projets d'intérêt général. Présentes dans une dizaine de pays africains, elles peinent encore à jouer pleinement leur rôle. Comment en faire un levier efficace pour transformer l'épargne nationale en moteur de développement ?
