Abstract

Le choix du régime de change, qui définit comment la valeur d'une monnaie est déterminée vis-à-vis des autres devises (taux de change flottant ou fixe), constitue un élément essentiel de la politique monétaire. En effet, il implique comment une banque centrale entend atteindre son principal objectif, à savoir la stabilité monétaire interne (stabilité des prix) et externe (stabilité du taux de change). Ce chapitre montre qu'après une tendance à la flexibilisation des régimes de change observée durant les années 1980, certains pays africains sont revenus à des régimes de change plus interventionnistes. Ainsi, aujourd'hui l'Afrique est le continent où la proportion de régimes de change fixe est la plus élevée (près de la moitié d'entre eux). Partant de ce constat, les auteurs cherchent à savoir si, étant donné certaines spécificités des pays africains (notamment leur forte dépendance aux exportations de matières premières et leur faible niveau de développement financier), cette surreprésentation des régimes de change fixe est le résultat d'un calcul coûts-avantages ou plutôt la conséquence de contraintes rendant la flexibilisation des régimes de change difficilement compatible avec l'objectif de stabilité de la monnaie.
