Abstract

Notre proposition vise à introduire le concept d'intermédiation territoriale dans la dynamique de développement des territoires et d'en définir les principales caractéristiques. Incarnée par des acteurs intermédiaires et matérialisée par des dispositifs et outils particuliers, elle prend la forme de modes et processus de régulations entre acteurs du système territorial. L'intermédiation territoriale permet ainsi d'ouvrir la « boîte noire » du développement territorial et de comprendre mieux les mécanismes et comportements organisationnels et décisionnels. L'article montre que le besoin d'intermédiation est particulièrement prégnant dans le contexte actuel de mondialisation et de crises successives, y compris des politiques et actions publiques, qui ont vocation à encadrer le marché et ses défaillances. L'intermédiation territoriale interroge alors la construction des territoires et la spécificité des lieux, ainsi que la capacité à favoriser la territorialisation des projets portés localement.
