Abstract

Cette recherche analyse l'intégration de l'intelligence artificielle (IA) dans les collectivités territoriales au Maroc, en s'interrogeant sur ses apports, ses contraintes et ses implications. L'étude examine comment l'IA peut contribuer à la modernisation des services publics locaux en améliorant leur efficacité, leur réactivité et leur capacité d'adaptation face aux défis urbains, sociaux et environnementaux. Elle met également en lumière les obstacles techniques, humains, juridiques et financiers qui freinent son déploiement, en particulier dans les territoires moins dotés. Enfin, elle questionne les enjeux éthiques, sociaux et politiques liés à l'usage de l'IA, notamment en matière de gouvernance algorithmique, de protection des données personnelles et d'inclusion numérique. L'objectif est de proposer une lecture critique des conditions d'une gouvernance locale intelligente, responsable et équitable fondée sur l'usage raisonné des technologies d'IA.
