Abstract

The Bougival Agreement signed between the Government and the Territorial Congress of New Caledonia announces an extension of the autonomy of this overseas territory, even moving towards the status of an associated State. The challenge for the Metropolis is to ensure the preservation of the territorial integrity of this territory in a perspective of economic and political entryism already observed. Territorial waters and the continental shelf are already the focus of fishing and underwater exploitation activities, which seem to be prolific in this part of the Indian Ocean.
