Abstract

Attention, cette fois-ci, on va voir ce qu'on va voir : le temps de la simplification administrative est enfin arrivé ! Dans les services de l'Etat comme dans ceux des collectivités, cet objectif est redevenu tendance, une décennie après le lancement d'un « choc de simplification » qui ne s'est semble-t-il pas suffisamment concrétisé. Sus donc à la bureaucratie et aux procédures à rallonge, pour enfin libérer toutes les énergies (et les postes incidemment). On invoque partout les mânes de Balzac et de Crozier... Moins de formalisme et de procédures, est-ce toujours et nécessairement une bonne chose ?
