Régulation optimale et éthique des biens dans un duopole Nord-Sud

Abstract

Ce texte développe un modèle de duopole Nord Sud où une firme délocalisée au Sud concurrence en prix une firme au Nord. Le bien du Sud est supposé d'éthique incertaine et celui du Nord d'éthique certaine. On étudie alors les conséquences d'un contrôle optimal de l'éthique suivant les objectifs poursuivis par le régulateur, les exigences éthiques de la société et la confiance que les consommateurs du Nord ont dans la qualité sociale des biens du Sud. Il en ressort de fortes convergences d'intérêt entre les consommateurs du Nord et la firme du Sud. Ces convergences correspondent à une situation où la production de la firme du Sud sera éthique et révélée (par le contrôle). Les intérêts de la firme du Nord peuvent être tout autre dans la mesure où la situation de mensonge contrôlé de la production du Sud assure à la firme du Nord un quasi-monopole.
