Abstract

Référence depuis plus de 35 ans, Les 12 points clés rassemblent les principales dispositions législatives et réglementaires concernant les fonctionnaires et contractuels des établissements publics sanitaires, sociaux et médico-sociaux. Cette nouvelle édition intègre la création des livres I et II de la partie réglementaire du Code général de la fonction publique (décret n° 2024-1038 du 6 novembre 2024), ainsi que celle du livre III (décret n° 2025-695 du 24 juillet 2025). Les dispositions législatives spécifiques à la FPH y sont entièrement reproduites. Elle prend également en compte plusieurs évolutions notables : contrôle des antécédents judiciaires pour les professionnels de la protection de l'enfance et de l'accueil du jeune enfant, ajustements des régimes indemnitaires, nouvelles règles de rémunération en cas de congé maladie, reconnaissance du droit de se taire en procédure disciplinaire, ou encore modifications relatives au droit à la retraite des fonctionnaires. Destiné aux praticiens de la GRH (DRH, cadres, représentants du personnel), aux étudiants préparant les concours et à tous ceux qui veulent connaître le cadre juridique de la gestion des agents de la FPH, cet ouvrage est indispensable.
