Abstract

La participation citoyenne est au cœur de l'actualité dans le champ de la décision publique. L'implication des citoyens dans le processus de co-décision invite ainsi à un empowerment, dans lequel les citoyens renforceraient leurs prérogatives pour instaurer ainsi un management participatif. Pour autant, on constate une gouvernance des politiques publiques par les élus le plus souvent dans un schéma conceptuel centraliste, qui laisse peu de place aux citoyens dans le processus décisionnel. Par conséquent, les décideurs politiques cherchent-ils tout simplement à faire le « buzz » d'une véritable démocratie participative ?
