Abstract

La crise financière de 2008 apparaît aux États-Unis et trouve un écho planétaire, comme en témoigne la mobilisation du G20. Bien que le problème résulte d'abord d'une insuffisance de la supervision, un consensus solennel se dégage autour d'un agenda réformateur de la finance, au sens le plus large, avec une gouvernance mondiale structurée autour du G20. L'urgence a produit des avancées significatives, notamment en matière de réglementation des institutions, de lutte contre les paradis fiscaux et d'alignement des intérêts. Toutefois, l'élan s'est depuis manifestement brisé et la coopération a laissé la place à des formes de concurrence qui deviennent visibles, par exemple autour des innovations numériques. Comme le changement des règles a déplacé les problèmes plus qu'il ne les a résolus, l'acquis principal de la crise semble avoir été le développement de forums à l'échelle du G20.
