Ce texte est extrait d'une présentation faite à l'atelier organisé en amont du Conseil d'administration de l'Agence française de développement, le jeudi 23 octobre. « La politique française de coopération : voilà un thème particulièrement ambitieux et embarrassant dans la conjoncture actuelle [...]. Dans l'incapacité de traiter pleinement du "bilan et des perspectives de l'aide française" aujourd'hui, je profiterai de l'honneur que vous me faîtes en m'invitant pour présenter quelques remarques faisant écho à certaines questions de base que vous vous posez. »
