Abstract

Sujet central de toutes les politiques publiques et tout particulièrement des politiques d'aménagement et de développement territorial, les conflits d'usage et autres oppositions environnementales sont aujourd'hui indissociables des questions de gouvernance territoriale. Sans pouvoir affirmer que les territoires sont majoritairement rétifs à toutes formes de changement, ces derniers n'en sont pas moins complexes à faire évoluer pour autant, nécessitant des techniques de gouvernance territoriale adaptées à chaque contexte local. Se pose alors la question de la bonne gouvernance des territoires et des moyens de faire aboutir démocratiquement les projets de développement, en rendant la réflexion et la réalisation de ces projets plus participatives pour les acteurs.
