The Growth Of Poverty In Russia And Defaulted Of The State On Social Commitments

Abstract

Reasons for increasing poverty in Russia were studied. Contradictory data on the matter are provided in literature. Therefore it was necessary to conduct survey of experts for obtaining the list of the parameters influencing an indicator of poverty. On of the population causing expansion a share of lower-income strata of the population were allocated. On the basis of literary data, the formulas of dependencies on time of such parameters as tax burden, inflation, expenses for education and health care were received. It is shown that summation of these dependences gives dependence that have a high correlation with real data on change of poverty in Russia. It is established that delay of transition to category of the poor makes three years. One of the important reasons of growth poverty in allocated directions it is default of the state on social obligations.
