Abstract

A partir d'une étude de cas unique portant sur un dispositif de démocratie délibérative et participative (Elstub & Escobar, 2019), cet article propose d'étendre la discussion scientifique en comptabilité et contrôle au-delà de l'objet « budget participatif » (Gourbier, 2022, Gourbier & Moysan, 2022) pour interroger l'effet produit par d'autres types de dispositifs sur la capacité à assurer la transparence et l'accountability de la construction et de l'exécution des budgets publics locaux auprès du public des citoyens. Pour cela, un cadre théorique mêlant théorie de la valeur publique (Moore, 1995, 2013 ; Fukumoto & Bozeman, 2019) et Théorie de la gestion sociale (Tenório, 1998, 2008 ; Araújo, 2014 ; Tenório & Araújo, 2020) est mobilisé pour analyser la contribution d'un dispositif original mêlant démocratie participative, démocratie participative et co-construction budgétaire : l'Assemblée Citoyenne et Populaire. Les résultats mettent en évidence un degré plus important de co-production de valeur publique (Osborne et al., 2022) et le renforcement potentiel du pouvoir du citoyen dans le contrôle de l'action publique mais également la nécessité d'un travail spécifique de mise en alignement des différentes composantes du dispositif.
