Abstract

A partir d'une recherche-intervention portant sur la conception et la mise en place d'un outil de contrôle de gestion au sein d'une collectivité territoriale, cet article propose d'étudier le rôle joué par certains actants immatériels, les valeurs publiques, dans le processus d'appropriation des outils de gestion. Pour cela, la théorie de l'acteur-réseau (Akrich, Callon et Latour, 2006) et le cadre de l'appropriation des outils de gestion (Grimand, 2012 ; De Vaujany, 2005) sont mobilisés. Ce cadre analytique est complété par la mobilisation de la littérature en valeurs publiques (Beck Jørgensen et Bozeman, 2007) pour analyser le matériau collecté au cours d'entretiens, de réunions et dans le cadre de l'intervention au prisme d'un inventaire des valeurs publiques permettant de mettre en lumière le rôle de la délibération au sujet de la nature de la valeur publique sur la forme et le contenu de l'outil de gestion. Les résultats mettent en évidence plusieurs controverses indiquant la coexistence d'acceptions différentes de la valeur publique au sein des acteurs concernés par l'outil, et permettent d'illustrer un double rôle des actants immatériels dans le processus étudié.
