Abstract

This article analyzes the dynamics of higher education in Mali (1993–2022) through a mixed-methods approach combining econometric modeling and institutional analysis. The OLS and ARDL/UECM estimates show that the expansion of higher education contributes positively to growth, while gross fixed capital formation remains a key determinant. Conversely, the increase in education expenditure, although it improves access, has no immediate direct effect on GDP due to inefficient allocation. The 2012 and 2020 crises had negative effects but did not disrupt the long-term relationships between education, investment, and growth. The qualitative analysis reveals three salient features: centralized governance, structural dependence on donors, and mainly reactive resilience. The study concludes that Mali's higher education system reflects the reproduction of state fragilities while maintaining a capacity for adjustment.
