Human Resources Management in Morocco's Territorial Health Groups: An Anticipatory Reform for Sustainable Governance[Le management des ressources humaines dans les Groupements Sanitaires Territoriaux au Maroc : une réforme anticipative pour une gouvernance durable]

This article offers a theoretical analysis of the necessary transformations in human resource management in the context of the implementation of Territorial Health Groups in Morocco. Adopting an exploratory and reflective approach, the study is based on an integrative review of interdisciplinary literature. By drawing on frameworks from public management, organizational theory and strategic human resources management, it highlights the organizational challenges, managerial issues and conditions for performance and sustainability of an ambitious territorial reform. Based on a review of the literature, the analysis identifies levers for transforming HRM: integrated management, a skills-based approach, renewed evaluation systems, and the articulation between individual and collective performance. The article proposes a theoretical model for HRM that combines competency-based management, performance and ethical governance, and makes recommendations for proactive reform. It calls for future empirical research to support the implementation of THGs.
