Abstract

L'activité du Fonds africain de développement (FAD) est très inférieure à l'activité africaine de l'Association internationale de développement (IDA) de la Banque mondiale. Cette prédominance de l'IDA ne se retrouve qu'en Afrique. En effet, les décaissements des autres grandes banques régionales sont supérieurs à ceux de la Banque mondiale dans leurs régions respectives (Amérique centrale et Caraïbes, Amérique du Sud, Asie, Océanie). Ce déficit de ressources concessionnelles en Afrique n'est pas compensé par des fonds non concessionnels ou légèrement concessionnels. Pourquoi un tel déficit ? Pourquoi est-il spécifique à l'Afrique ? Le document cherche à établir un diagnostic et à identifier les raisons, de cette situation, qu'elles soient institutionnelles, politiques ou techniques.
