Le renforcement de la discipline budgétaire dans la zone euro, gouvernance contre gouvernement économique ?

Abstract

La crise des subprimes qui s'est prolongée par une crise budgétaire et des dettes souveraines a révélé les défauts de construction de la zone Euro. Les chefs de gouvernements sous l'impulsion, notamment de l'Allemagne, ont adopté une série de mesures pour « renforcer la gouvernance économique » de la zone, en clair pour durcir les mécanismes du pacte de stabilité et de croissance. Ces mesures, loin d'être de simples ajustements techniques, représentent une évolution substantielle du mode de fonctionnement de la zone euro, dans une direction qui ne contribuera pourtant pas à résoudre les problèmes de fond qu'elle rencontre et pourrait même aggraver leurs symptômes conjoncturels.
