Abstract

Les économistes le savent : lorsque la concurrence est parfaite, l'optimum social est atteint. Mais ils savent aussi que cette situation est une référence, un étalon pour confronter la réalité de la plupart des marchés à ce maximum absolu. En présence de « défaillances de marché », on s'éloigne de ce cas type et une intervention des pouvoirs publics peut être nécessaire. Mais le désir d'intervention, même par des acteurs compétents, assure-t-il son efficacité ? Nombre d'exemples nous fournissent un recul suffisant pour montrer qu'il n'en est rien.
