Abstract

Le 3 juin 2014, le président de la République française François Hollande annonçait le lancement d'une réforme dont l'objectif était de changer l'architecture territoriale de la République : la fameuse loi NOTRe (loi portant nouvelle organisation territoriale de la République). L'ambition du Président était de simplifier et de clarifier l'organisation territoriale de la France avec cette réforme, pour que chacun sache qui est en charge, qui finance et à partir de quelles ressources, en somme un vrai big bang territorial !. Six ans plus tard, où en est-on ? Quelle considération de la place des territoires dans le quinquennat d'Emmanuel Macron qui défend la ré-industrialisation et l'attractivité de ces territoires ?
