Abstract

It is the responsibility of the Price Divisions of Offices for National Statistics to estimate, directly or indirectly, the variation in the quality of the goods and services in the representative basket of Consumer Price Indices. While international organizations have taken on the task of harmonizing CPI measurement methods, a city group has also emerged to deal with these issues: the Ottawa Group was set up to provide specialists in this field with "a forum for the exchange of experience and research on the major problems involved in measuring price trends". This article explores the contextual reasons that led to the creation of the Ottawa Group. Using a database we have built up over a long period, we, then, present a bibliometric and thematic analysis of the main contributors to the Ottawa Group since 1994. Finally, we focus on the issue of quality treatment. Which authors are most active on the issue of quality measurement? Are there signs of controversy in the Ottawa Group, or does it operate as a homogeneous epistemic community?
