Abstract

L'émergence de la notion de démocratie locale est liée à celle de société civile. Dans ce cadre, elle est une réponse au besoin de légitimité des pouvoirs publics, de plus en plus utilisée dans les pays occidentaux depuis le xvie siècle. À la faveur du mouvement de promotion du développement durable, les thèmes de la démocratie locale et donc de la délibération et de la participation se sont de nouveau imposés à l'agenda des pouvoirs publics, dans le langage des entreprises et dans des champs de recherche variés, comme en témoigne une abondante littérature (Favreau, 2016b). Ce mouvement trouve ses principales expressions en science politique, en droit et en sociologie, mais aussi au travers de la mise en avant de problématiques philosophiques (Jürgen Habermas et John Rawls) ou économiques (Elinor Ostrom).
